「ビザ申請」には二つのやり方があり、一つは「査証事前協議」という方法で二つ目が時間と労力を短縮化した「在留資格認定証明書の交付」による方法です。
査証事前協議は外国人本人が海外の在外公館等に出向きビザ申請を始めるというやり方で、書類が在外公館から日本の外務省に行き更に法務省に行き、更に地方出入国在留管理局へ行きそこで、日本での活動が虚偽でないか、その他必要事項を関係者に確認等をして判断しその結果を再び法務省に送り更に外務省に送り外務省が検討し、海外の在外公館に書類を送付し在外公館が外国人本人にVISA申請できるかできないかを伝えるという時間のかかる方法です。 書類も２通づつ要ります。
在留資格認定証明書の交付であれば書類は１通で済むし、日本で殆ど済ませられて出来上がった証明書をメールや郵送で本人に送れば海外で本人が在外公館に出向き証明書をスマートフォンなどで提示しVISAを発給してもらえばいいので、はるかに無駄が省けます。
VISA（査証）は旅券（パスポート）に証印してもらいます。
昨年2023年から在留資格認定証明書は電子メールで受取ることができるようになっています。外国人の方は電子メールを在外公館、領事館に見せることでVISA申請、上陸申請を行えます。
