Also foreigner who was born in Japan has to be applied by his or her parent or their family or whoever the person whom the immigration office recognized as well.
This is the application when foreigners who have the permitted status of residence want to change to the permanent residence or want to obtain the status of residence as Permanent residence.
在留資格を有する外国人で、在留資格の変更を希望する者又は出生等により在留資格の取得を希望する外国人が、永住者の在留資格への変更又は永住者の在留資格の取得を希望する場合に行う申請です。
